How to make a call from United Arab Emirates through PC to India in Phone?

If i pay the amount in India as per the rates of the service then can i make a call through PC when i am in United Arab Emirates to India's phone.Will i experience any problem. While on tour to United Arab Emirates, i need to call up India, so pls reply with the rates.
